Test a Residential Permit Expediting Business in One US City

Shortlist two or three cities you can reach in person, then score each one on three criteria. Construction volume: pull residential building-permit counts for the last two years from the Census Bureau's Building Permits Survey or your state's own counts, and skim the city portal for how many applications are open right now. Public access: does the building department publish its fee schedule, forms, and case records online, and can you use its records desk without a lawyer or a public-records request? Your access: can you reach the department's counter in a normal workday and walk the neighborhoods where permits get pulled?
