Three conditions must all hold: the housing was built before 1978, there is visible peeling or chipping paint on a surface a child touches or chews, and a child under six lives in the unit. - Confirm the build year from the lease, the county assessor's record by address, or a written question to the landlord — only a confirmed post-1978 build is out of scope.
