    This step produces a one-page decision: one vertical named for your region, with the other two rejected in writing. The vertical is the whole business — the buyers, the deliverable, the software, and the insurance all change with it — so this choice, not the certificate, decides whether anyone pays you.

    Score each vertical on three questions, then write the winner and one line for each rejection:

    1. Do these buyers already pay for inspection or mapping today, from an existing budget?
    2. Is the sales cycle days or weeks, not a procurement process?
    3. Is the deliverable a report or dataset someone acts on — not a video? All three verticals fly under the same Part 107 rules, so the choice is about buyers, not legality.
