All 50 states and the District of Columbia run the same three-stage graduated system — learner permit, intermediate or provisional license, full license — but every number inside it is set by your state, not by Washington. Minimum licensing ages run from 14½ in South Dakota to 17 in New Jersey, so advice written for a relative in another state can be off by two full years.
