    Judge a candidate space with five questions, not gut feel. FEMA’s homeowner-level criteria (Publication P-320, summarized at fema.gov/safe-rooms) define a safe room by five features:

    • Continuous load path — roof and walls tied into the foundation so uplift can’t peel the box apart.
    • Wind-pressure resistance — wall and roof sections sized for the site’s design wind pressure.
    • Debris impact resistance — survives a 15-lb two-by-four striking end-on at 100 mph (walls and door; 67 mph for roof surfaces).
    • Anchorage — the structure held down against sliding and overturning.
    • Tested door assembly — door, frame and hardware tested and labeled as one unit.

    A bare interior hallway scores zero on all five. It still beats standing near windows — it just isn’t protection yet.
