What you need first
You have a qualifying event (job loss, reduced hours below the plan threshold, divorce, or a dependent losing dependent status) and can request or already hold the COBRA election notice. You know how to reach the plan administrator — usually the former employer's HR or benefits line. If you are comparing marketplace plans, you need a US address, identity documents, and an income estimate for the household.
