Who it's for

Adults and families in the United States deciding to foster, and relatives — grandparents, aunts, uncles — already caring for a child informally who want to convert that arrangement into a licensed kinship placement with full reimbursement and support.

About this playbook

Licensing as a foster or kinship parent turns an intention — or a sudden call about a relative's child — into an approved placement that actually pays. This guide walks you through the five stages in the order the system works: choosing your agency route, completing pre-service training, clearing background checks and the home study, finalizing the licensing packet, and preparing for your first placement. It carries the licensed-versus-unlicensed kinship distinction and its real financial consequences, the home safety standards that cause most delays, and what your licensing worker is actually assessing. It does not cover adoption home studies, the legal differences between states beyond the template, or ongoing parenting techniques. Everything is templated to your state: each step tells you where to look and what to produce.

What you need first

You are at least 21 (or your state's minimum age), a resident of the state where you will foster, and free of disqualifying criminal history. You have room in your home for a child and can pass a basic safety inspection. For kinship caregivers, a child is already living with you or you have been asked to take one. You do not need a minimum income — foster income is not counted.
