Only if at least one adult in the household is a U.S. citizen or legal permanent resident, which is the guide's starting assumption. If that fits, the personal documents phase covers gathering the citizenship or immigration documents for non-citizen household members. If no adult in the household qualifies, this guide is not written for your situation.

We're adopting internationally. Does this guide cover that?

It covers the home study itself when it follows Hague Convention or state-licensed standards, which includes international adoptions. What it deliberately does not cover is the separate immigration steps for international adoption or post-placement supervision. If your agency has asked you for a home study only, the guide maps to that.

I've lived in several states. Do I really need a background check from every one of them?

Yes. The background checks phase walks you through an FBI fingerprint-based check plus a state criminal history check and child abuse registry clearance from every state you have lived in since turning 18, and it assumes you can provide the street address for each. It also covers the sex offender registry check and any additional clearances your provider requires.

What if something in our home fails the safety audit?

The home safety audit phase is organized around exactly what gets inspected — alarms on every level, firearms, ammunition, medications, water heater temperature, pools, window guards, and stair gates — so you can fix hazards before the visit. The guide's outcome includes documenting any fixes you had to make. It does not guarantee approval; the final call rests with your agency or licensed provider.

Do both of us need medical exams and fingerprints, or only the person adopting?

All adult household members, not just the adopting parent. The guide has you order certified birth certificates for every household member, complete medical examination reports for all adults, and submit background checks for each state each adult has lived in since age 18.

I have an old criminal record. Will this guide tell me whether I can still adopt?

No. The guide covers submitting the FBI and state background checks correctly, but it does not assess whether a record disqualifies you — that decision belongs to your agency or licensed provider and the standards they follow. Its job is to make sure every required check gets filed.
